DLS is recognized for skilled professional engineering services, provided by technical and professional personnel.  Our company continues to enjoy great success contracting with the United States Navy, Coast Guard and Maritime Administration Teams.

In 2000, the business base of DLS expanded to include providing the highest quality personnel in the area of business and technology integration services.

DLS was formed and incorporated in April 1995 by Donna S. Fischer, P.E., Owner and President.  DLS maintains its corporate headquarters in  Virginia Beach, VA, and has branch offices in Norfolk VA, and Elizabeth City NC with personnel in Philadelphia PA, Mobile AL, New London CT, and Charleston, SC serving customers across the entire Eastern seaboard.  DLS was certified by the U.S. SBA as an 8(a) contractor with an exit date from the program of February 2010.

DLS employs multi-skilled engineers, logisticians, technicians, craftsmen, and administrative personnel who are able to draw on a wide breadth of experience, having worked for the Department of Defense, Department of Homeland Security, as well as Public and Private entities throughout the United States.
