System Support Agent (SSA) 

DLS Engineering Associates, Inc. is seeking a qualified candidate to fill a potential opening as a full-time System Support Agent located at the US Coast Guard Computer, Command, Control, Communications and Information Technology (C4IT) Service Center in Portsmouth, VA. 
 
The qualified candidate shall support activities within the Command, Control, Communication, Engineering Center (C3CEN) Core Technologies (CT-C3), Navy Type Navy Owned (NTNO) Division with Life Cycle Support and Electronics background to assist in this transformation for electronic issues. 
 
This tasking includes, but is not limited to:
  • Review and editing of Policy, Planning, and Resource documents.
  • Technical review, coordination and editing of Navy Engineering Changes, installations
  • Participate in various Life Cycle Support and Electronic Work Groups
  • Support all NTNO combat systems
  • Assist in drafting, reviewing Dynamic Object Oriented Requirements System (DOORs) requirements documentation for all NTNO assets.
 
Required to be a contributing participant in:
  • C4ISR Operational Logistics Support Plans (OLSPs), Integrated Logistics Support Plans (ILSPs), and Electronics Integrated Logistics Support Plans (EILSPs).
·         C4ISR System Development and Life Cycle (SDLC) documentation IAW Commandant Instruction 5230.66, Command, Control, Communications, Computers and Information Technology (C4&IT) Systems Development Life Cycle (SDLC) Policy, 26 October 2004 and the System Development Life Cycle (SDLC) Practice Manual for Combat Systems.
·         Be a contributing participant at meeting sponsored by the following organizations: SFLC, C3CEN, NAVSEA, NAVAIR, and Forces Command.
·         The development of Determinations and Findings documentation to standardize electronic systems and components.
·         Provide System Support Agent (SSA) services for the Navy Combat Systems. The SSA work will entail answering calls from ESU’s, Field units Navy Commands regarding support of the assets.
·         Review and prepare all C4ISR and NTNO Engineering Change Proposals that have been submitted for consideration by the Configuration Control Board (CCB) for configuration management issues and provide a recommendation.
·         Participant in C4ISR and NTNO Configuration Control Boards.
·         Manage and Facilitate Enterprise Change Configuration Board proposals and outcomes with System Support Agents (SSA) as required.
·         Manage Combat Systems equipment through the use of one or more of the following databases: USCG Fleet Logistics System (FLS), USCG CM-PLUS, USCG ALMIS, and Navy CDMDOA.
 
Required Qualifications:
·      United States citizen.
·      Direct and current knowledge of Department of Homeland Security and USCG organizations and initiatives.
·      Current knowledge of the USCG’s System Development Life Cycle and Enterprise Architecture program requirements.
·      Recent, relevant electronics and combat systems life cycle support experience.
·      Excellent record of past performance in complex problem solving.
·      Knowledge in effective data management techniques and tools.
·      Write and speak English effectively.
·      Excellent record of past performance in report writing and the ability to effectively present briefings.
·      SECRET level security clearance.
